diagonals in any polygon is defined by = nC2 – n
hence
for 8 sided polygon, diagonals = 8C2 – 8  = 28 – 8 =20
similarly you can do this for 9 sided polygon.
also for 3rd question,
use nC2 – n = 104
find n
