ARE WE ALLOWED TO USE SCALE,COMPASS AND PROTRACTOR IN IIT JEE AND OTHER EXAMS AS WE CAN DRAW ACCURATE GRAPHS WITH IT ????

Yes you can take these things in exam...but there is no need to draw accurate graphs in the exam.
