First consider the case when there is no prison with more than 1 convict. Then number of ways is 
8P4
Now let there be exactly one prison with two convicts. number of ways is
8C1*4C2*7P2
Now let there be exactly two prison with two convicts. Number of ways is
8C2*4C2*2.
Add all these number of ways to get the final answer
