See it depends on your interest first of all.
The combinations you are providing are good enough. Since both the pairs, CS in New IITs as well as Civil in old IITs have good placements as well as the study curriculum.
I would advice you to choose depending upon your interest since you will have to be with that particular branch for the coming years of your life.
