can one join fitjee icp programm without giving icp? or how the students are selected for this programm?

it purely matters upon the center , but if u will check all the rule and regulation , then u need to give icp , after that u will get admission and also scholarship scheme is their . 
and if the seats will lying vacant after the admission through entrance , then fiitjee gives direct admission to the students . 
so, kindly conform from the center that u are elligible or not . and also the scholarship criteria .
