Angular momentum of a body with respect to a point is written as 
( I would write omega as w)
Labout a moving point = Icm*w + Angular mom. Of the com about the point
In case of origin 
it would be =mr2w/2 +mvr =3/2*mvr
now relative speed of com about point p=v/2  towards left and actual speed= v+v/2
hence on calculating the angular momentum about p both I*w and mvr would have same direction outward the paper plane.
hence it would be= mr2*w+ m3v/2*r
So ratio =4:3
