initially it has kinetic energy K.
minimum kinetic energy will be obtained when velocity is minimum.
At time of projection velocity is at some angle to the horizontal and let angle be (A).
so along x axis value of velocity is vcosA and along y it is vsinA.
vcosA remains contant throughout the motion(due to no accelaration along x dir.)
so vsinA varies along y. Look at it like this- saperate x and y axis. Now you throw a ball vertically with velocity vsinA. so minimum speed it can have is 0(at the top). So minimum velocity is at the topmost point of projectile........
