ur question is very straight forward ,

here u just hav to aplly the basic concept of relative motion

since wall is not moving, so rate of approach of man towards wall is his horizontal component of velocity as this component is responsible for the movement of man in the direction of wall and its vertical component is responsible for his vertical motion on the ladder so

rate of approach  =  3*cos30° ft/sec
