y=4 is a line parallel to x axis,so its slope m1=0 (tan 0 =0)and x=9 is a line parallel to y axis so its slope is not defined ,since tan90 is not defined

as y=4 is prallel to the x-axis tore its slop[e is zero
and for the line x=9 it is parallel to the y-axis so its slope is tan90=infinity
