if you want to go for upsc for sure, you can go for chemical as it gets lighter by the 3rd year. but if you want more logical understanding and lesser mugging up, go for mech. i would choose mech in your situation, because chemical may be too irritating. but mech may involve more effort than chem sometimes. delhi would definitely offer more support for upsc training, so i guess you shud go for chem at delhi.
