currently IITMadras is performing far better than IITKharagpur and you should go for madras if you dont have some regionnal bounds

As an analyst i advice you to go for Electrical & Electronical Engg(EEE) @ IIT-Madras ...

IIT-Kharagpur(EEE) should be your second choice !!
