Most inclusive means the taxons which includes most variety of organisms or plants despite of differences.Thus, it should start from the higher taxon- that is Domain and end with the least inclusive - that is species (with maximum similarity).
The sequential order is:
Domain, Kingdom, Phylum, Class, Order, Family, Genus, Species
