The speed of the sound depends on the medium in which it is transported. Sound travels fastest through solids, slower through liquids and slowest through gases.Here steel is solid, water and kerosene oil is liquid and air is gas. Hence sound travels fastest through steel.

Sound travel fastest in solid bcz as per formula of speed of sound in medium  is directly proportional to density of medium. 
Now we can see that steel has maximum density so speed is maximum in steel.

Sound travels fastest through solids. This is because molecules in a solid medium are much closer together than those in a liquid or gas, allowing sound waves to travel more quickly through it. In fact, sound waves travel over 17 times faster through steel than through air
