In the text book it is given that the Pollintion and fertilization process are indepedent of water (does not require water).
where as seed formation (requires pollination and fertilization process) is dependent on fertilization and pollination.

For seed formation in all the plants fertilization is required (union of male and female gametes)
so seed formation is dependent on fertilization.
water not required for fertilization (independent)
microspore (male) and mega spore(female)-lower plants- bryophytes,pteridophytes and gymnosperms
pollen and ovule-Angiosperms

Since in angiosperms in most of the cases pollination and fertisation don't require any water to complete transfer n fusion of gametes as in thallophytes n other lower groups of plants.
