That’s a logical one !

Central dogma of biology is simply the path followed during decoding the information from DNA to RNA to Protein. Or i can say like nucleotide (sense codes) transcribes to mRNA which with the help of tRNA and rRNA gives the product in the form of protein.

Coming to your next question.
Expression of information coded in the form of nucleotide to either structural proteins or to any regulatory proteins is called gene expression.

The central dogma of molecular biology is an explanation of the flow of genetic information within a biological system. It was first stated by Francis Crick in 1956. 
in this hypothesis it states that the information can be transfered from dna to the rna and then rna to the protein , 
notes to remember is that central dogma is the one way process and its not reversible . 
and gene expression simply means that  the charecter and codes of gene are controlled by some proteins and substarates , they are called as gene expressions
