No they are not same.
Region Of Meristematic Activity : The cells of this region are thin walled, small, dense protoplasm. They divide repeatedly to produce new cells.
These cells donot have well developed vacuoles.
Region Of Cell Elongation : The cells proximal to the meristematic zone undergo rapid elongation and enlargement are responsible for the growth of root length.
These cells contain well developed vacuoles.
