In the text book it is given that the Pollintion and fertilization process are indepedent of water (does not require water).where as seed formation (requires pollination and fertilization process) is dependent on fertilization and pollination.Iam here with attaching the text book lines for reference.

Yes in angiosperm pollination is independent of water and so do fertilisation also but yes viability of seed depends on water. Since dehydration is very crucial step for seed maturation
