All chordates are vertebrates but all vertebrates are not chordate .why?

Phylum chordata includes the sub-phylum Vertebrata, in this the notochord gets replaced by a cartilaginous or bony vertebral column in adults. 
But in other sub-phylums urochordates notocord is present in tail of larva only and in cephalocordates it persist throughout the life, thus does not convert to vertebral column. 
Thus, all vertebrates are chordates but not all chordates are vertebrates.
