Hydrophytes (ex. water ferns) are submerge aquatic plants that do not have stomata. Instead of stomata, the plants surface cells are capable of absorbing water, nutrients, and dissolved gases in the water

Dear student 
Without stomata the plant would not be able to perform gas exchange fast enough to provide CO2 to the cells beyond its epithelium and there wouldn't be any regulation of turgor in the leaf as well as any perspiration to let water out by evaporation. Even cacti have stomata, but they open only at night

Without stomata a plant cannot do respiration
But in some plants the the leafs are modified into stems and that green part do respiration
