I think question has insufficient data but one case can be made that if we assume that the inner circle has its boundary in passing from the centre part of the bigger circle then by this we can get the answer that the bigger circle will have the radius of 4 cm otherwise because of insufficient data we will get variable radius so the question become incorrect
