As we know,
if line : y = mx + c and parabola : y^2 = 4ax
for a line to be tangent c = a/m 
 
y^2 = (2/3)x
 
hence 4a = 2/3
a = 1/6
 
now c = a/m
3 = 1/(6m)
 
m = 1/18
 
Hence option C is correct
