Let point P(h,k)
Eqn of circle is x^2+4x+y^2-6y+9=0
Centre(-2,3) radius=2
Let coordinate of B be (a,b)
Therefore using mid point form a=h+0/2=h/2 and b=3+k/2.
Since (a,b) lies on the circle so its coordinate satisfies the eqn of circle 
Now put the coordinate of B in eqn of circle and get the answer.
