The discriminant is zero beacause:
we are having a quadratic equation in x, and we say that the line is a tangent to the curve, so to satisfy the condition of being a tangent the line must meet the curve only at one point, so there can be only one solution for x, hence dicriminant must be zero

Here the line must be a tangent,so to satisfy the condition the should have only one solution and therefore the discriminant must be 0.
