For this problem take the equation of tangent to an ellipse in the slope form.Then see that you convert  the equation in terms of a quadratic in m which is the slope of tangent. As it is a quadratic we know the sum and product of two slopes. Apply the formula for angle between two lines which i hope u know it. The angle is known so you can find the locus.
