Why clockwise and anticlockwise arrangements are not different in a necklace?

For circular permutation clockwise and anticlockwise arrangements are taken into consideration but for solving questions of necklace we consider no distinction in clockwise or anticlockwise arrangements, therefore, they are not seen as different but same arrangements if in a question it is specifically mentioned that the arrangements are different then clockwise and anticlockwise arrangements are taken into consideration generally which were not the case
