belongs to is used for only the ements of the set.
for exapmle a set which is defined as:
A = {2,3,4,5,6,7}
here we can say that 2 belongs to the set A.
or 
5 belongs to the set A.
like this.
but here {3} belongs to the set A would be wrong.
