we generally know that fractions are part of a whole written in the form p/q where q not equal to zero..my question is from above can we say that 0/1,.0/2, 0/3, 0/4 etc are also fractions ...can we prove it

yes 0/1, 0/2, 0/3 etc are fractions
 
because it can be written inthe form of p/q also p and q are integer also

In order to prove a fractional no, we just need to prove that it can exist in the form of p/q where the denominator has to be non zero. For example, consider the case of a factory containing N number of workers and all of them are getting promotion, then fraction of workers getting promotion is N/N=1, and those not getting are 0/N,viz also a fraction.
