Hello student,
This is a general statement based on Newton's third law. Electromagnetic forces are still forces governed by Newton's laws (in a non quantum context). A closed system has zero net force on it. If any particle has a force on it because of the presence of another particle, the other particle will have equal force on it in the opposite direction. The context of the statement implies the center of mass of the system is static or constant; however the happenings within the system may not be static, this will not effect the sum of all the EM forces.
