Please find answer to your question below

If the both the points are on the same side of the line, then the value of the straight line on these points should be of same sign.
3x - 5y + a = 0
At (2,3)
3(2) - 5(3) + a
a-9
At (3,5)
9-25+a
a-16
Then
(a – 9)(a – 16) > 0
