Because for an m x n matrix,
If m is less than n, then the maximum rank of the matrix is m.
If m is greater than n, then the maximum rank of the matrix is n.
If m is less than n, then the maximum rank of the matrix is m.
If m is greater than n, then the maximum rank of the matrix is n.
