We will start with 70% lost one eye 
Note that stating with any of the percentages is fine. 

Consider 80% lost one leg. 
This means 20% did not lose one leg. 
Suppose this 20% all lost one eye as well. 
This means 70% - 20% = 50% lose one eye and one leg 

Consider 85% lost ear next. 
This means 15% did not lose ear. 
Suppose this 15% all lose one eye and one leg. 
This means 50% - 15% = 35% lose ear, one eye and one leg 

Consider 90% lost an arm 
This means 10% did not lose arm. 
Suppose this 10% all lose ear, one eye and one leg. 
This means 35% - 10% = 25% lost all 4 limbs. 

Hence, minimum value of x is 25%. 

Note that the trick here is to create as many combatants who did not lose 4 limbs as possible. 
Note that the 20%, 15% and 10% combatants above are all those whom we purposely force to lose below 4 limbs.
