It is given that 
∫ F(x)dx =0 from x=1/3 to 2/3
now we have to find the minimum possible value of a/b
where a= ∫ F’(x)^2 dx from x=0 to 1
and b= ∫ ( F(x) dx )^2 from x=0 to 1
