your first part is unclear,please post it in separate thread.

(b) since parabola is downward, a<0
maxima is at Ist quadrant where x is positive,
at maxima or minima , x= -b/2a
since x= +ve and a= -ve, b should be positive
Y intersept is +ve , so c will also be positive
hence
a is negative, b and c are positive
