In the p(X)=49/25x^2+7/5x-33/20
take first 49/25 as common.
49/25(x^2 + 5/7x – 165/196)
Next step ---> add and subtract the square of (half the coefficient of x)
49/25(x^2 + 5/7x – (5/14)^2 + (5/14)^2 – 165/196)
=> 49/25((x + 5/14)^2 – 190/196)
=> take 49/25 inwards,
=>  (7/5x + 1/2)^2 – 19/10
Thus, here 
a = 7/5
b = 1/2
c = -19/10
 
a+b+c = > (19 -19)/10 = 0
is the answer.
