Your Doubt is a Common one.
But, You must note that :-
“(2/3)” is a Fraction , therefore real and It has a defined Value.
Whereas, “(x/0)” (where “x” is any real number)   is considered as an Undefined Value or UnDeterminant Form.
They are not Defined in Mathematics and Therefore, are usually equated to (Infinity{}) . 
There are Other Undeterminant values too like :-
 0/0,
∞/∞,
0 × ∞,
∞ − ∞,
00,
1
 and ∞0
