For a body whose potential energy is given force on it can be found by
F=-dU/dx
When U vs x graph is given the slope of graph gives the force
Body will be in equilibrium when F=0 or slope of graph is zero 
Slope is zero wherever tangent drawn to curve is parallel to x axis
In the given graph slope is zero at B hence body is in eqm at B
