Assuming ideal gas.

21% oxygen of 1 L=0.21 L oxygen

PV=nRT

( 1 atm)*(0.21 lit) = (no. of moles of oxygen)*(0.0821)*(273.15 K)

(no. of moles of oxygen) = 0.00936429168 mols
