The answer will be option D
that is heavier elements of P block (preferably group 15-17)
This phenomenon is inert pair effect. Due to reluctance of s orbital electron in bond formation, the oxidation state of elements decrease.
 
Example 
Al 3+ is prefered over Al 1+ (lighter element)
But Tl 1+ is prefered over Tl 3+

thus it is said that as we move down in a group, lower oxidation state is favoured :)
