i got neet all india rank 208303 and category rank 17496. my percentile is 71.439. however i m not eligible for counselling under 15% all india quota seats but qualified d exm.

what cn i infer frm this? can i get a seat?

sorry , there is no chance with this . 
there are a very few seats avaliable in govt colleges , and all india rank above 1.5 lakh are not considered at all . 
but the chances of lower govt colleges still alive beacuse of your catagory rank . 
so, u can get private college with this score , not govt colleges . 
SO, its better to drop a year if u have not prepared for it and attenmded regular batch after 12^th . 
otherwise , waiot for the 2^nd and 3^rd round councelling , u can get seat in BDS , but chances of MBBS ARE very low .
