dear student 
no , with 86 percentile u cannot , jipmer have very low number of seat and below 90 percentile , they will not select you . 
its the college of national importance . 
and about the delay reply 
just mail to askiitians team about this , they donot have sufficient experts to answer your question . 
else , use hashlearn for doubt solving .

You are eligible for admission but not selected .This means you have ability to do mbbs from jipmer but limited seat is available so you cannot get admission.Try another chance and get approx 98 percentile to get admission in jipmer.
