Why it is named 1-Ethoxypropan-2-ol and not 2-Ethoxypropan-1-ol ?

here it is named as ethoxy grp to be a substituent  here naming is done for both chain present on ether  thus the  C chain present are ethane. and  propan2ol.  and it's 1st C attached to oxygen . thus .1ethoxy and propane 2 ol as 1st c of longer chain is also attached to O   

eg CH3CH2 O (CH3)CH CH3 named as 2ethoxypropane  as ethoxy grp attached to 2nd C of propane
