dear rohan 
it depends upon the time duration or the time in which you are taking these prev year questions . 
if you are doing it regularly , its better to take chapterwise . 
else , if after completed all chapter , you are doing , then do take paperwise . else u will forget some chapter which u did earlier ,

i advise you to doit as paperwise , because you will get feeling as if you are giving jee paper , this is very much important , 
this will help you to revise your previous chapter also ,,,
