Lusture is seen only on the freshly cut metal surface because they are exposed it environment just now which tells us that they have started to perform reactions with gases present around just now. Whereas other metal surfaces have been recting from a long period of time due to which they appear dull. So,they are more shiny than other exposed surfaces.
Example :-
When u cut or rub metal or their surfaces with sand paper.

Lusture appears on a new surface because it is pure as it has not reacted with the gases present in air or it has not rusted. A freshy cut metal can be seen at the shop of metal works when the painters paint the gate they rub it with sand paper
