Let us divide the questions into 2 parts
 
Part 1 
 
d1 = 30 km
v1 = 30 km/hr
t1 = d1/v1 
    = 30 km/hr/30 km
   = 1 hr
 
Part 2
 
d2 = 90 km 
v2 = V (Let v2 = V)
t2  = 90/V
Average 60 = \frac{120}{1+90/v}
 
1+\frac{90}{v}=\frac{120}{60}
 
1+\frac{90}{v}=2
 
\frac{90}{v}=2-1
 
\frac{90}{v}=1
 
v=90 km/hr
