When two magnets are kept near to each other(I.e. in their magnetic fields), consider a one of magnet as stationary. This magnet applies magnetic force equal to B.m (which you will study in +2) in say +x direction. The other magnet also applies the same force but in opposite direction I.e. in this case in -x direction. Thus, they are in opposite direction and we can conclude that the force by first magnet is action and by second magnet is reaction force
