Since the abscissa is constant and whose value is 3, so that means X=3. Now ordinate is variable so basically it can be any real number. So as value of y changes so our point (3,y) will move up or down depending on the value of y. Hence it will represent a line parralel to y axis and passing through the point (3,0).
