If we taketwo paper cups and one we keep empty on burner and one is filled with water then why the water filled paper cup donot catch the water. Please explain in lucid and easy manner

In the second case when a cup filled with water is placed on the burner does not catches the fire because
the heat from burner will be absorbed by both the paper and the water inside the cup.The specific heat capacity of water allows it absorb sorrounding heat quite well,thereby protecting the paper container.
