Dear student 
Pull rapidly on the bottom string of  mass, and the bottom string breaks. Pull slowly on the bottom string of the  mass, and the top string breaks.

In the question its mentioned that bottom string String B is pulled down quickly, 
Based on newtonian mechanics, when the bottom string is quickly pulled, the inertia of the block is difficult to overcome and the bottom string breaks before the top string has time to deflect.
