No, these are different questions and not same. Please look at it again, that question is about HCF of polynomials and this question is about factors of polynomials.

I found the solution for my question, posting it incase others have the same doubt.
 
Based on the data given in the problem, 
 
Sum of the coeffecients of odd powers= Sum of the coeffecients of even powers 
Therefore x+1 is a factor of the given polynomial.
