Option (D) is correct here.
From the question it is given that,
Width of a picture = 60 cm
Length of a picture = 1.8 m
We know that, 1 m = 100 cm
So, 1.8 m = 180 cm
Perimeter of rectangle = 2 (length + breadth)

= 2 (180 + 60)
= 2 (240)
= 480
